Allow Player to Start Hole Over From the Tee at Any Time

Earlier a touring pro (Kevin Na I think) tried to play a difficult shot from the woods and his ball bounced into a more difficult position which forced more difficult shots, unplayable lies and turned the hole and the game into a debacle. If a player declares his ball unplayable any place on the course, he should have the option of returning to the tee and starting the hole over under penalty of one stroke.
