How heavy is that trash bin anyway?
This is one of those how do we wish the player to proceed.
I am assuming with a place only change golfers will want, whenever possible, to get the ball in their hand. I also assume we want the ball played as it lies as often as possible. This raises an issue as to whether the Rules should be written to place some burden on the player to establish a item is NOT a MO before permitting IO relief. Should the player be required to test ease of movement? Should opponents/ fellow competitors be allowed to become involved and move even if player does not want to treat as MO? Related issue is IOs with fixed end ( hoses, gallery ropes, ropes to direct cart traffic) which are IOs ( 24-2b/15.3), yet the part causing interference is movable. Presently an option exists ( 18.2b/15.5). It seems, if we wish to cause the player to play it as it lies whenever possible the Rules should be written imposing some burden to illustrate item causing interference is not a MO, permit others to become involved in moving if they wish and require if a movable part of an IO can be moved to remove interference, that be done and no IO relief exists. |
