Unplayable and speed of play

a. I'd change your Code 2 Rule 23-b to eliminate the restriction on bunkers. Many of us amateurs have great trouble getting out of sand bunkers in one stroke, taking 2 or 3. I'd sacrifice a stroke to be able to place outside of the bunker. And this would speed up the game.

As it now stands, a player can get out of a water hazard with at the cost of one stroke, why not a sand "trap".

b. Returning to re-hit a shot, i.e. stroke and distance, slows down the game. This option should be eliminated and OB should be treated as the same as water hazard.
